This article sets forth efforts by Cardinal Ratzinger in 1988 then head of CDF in 1988 was already seeking to have the penal process of the 1983 Code clarified or adjusted to be more effective in dealing with crimes of clerics against minors. The Penal process of the 1983 Code is significantly changed from that of the prior (1917) Code. This is significant since there has been much speculation as to what Ratzinger had done in response to the problem.
